In accordance with Section 836.5 of the California Penal Code and any subsequent amendments thereto, in the performance of his duties, the city manager, assistant city manager, city building inspector and city license inspector shall have the power, authority and immunity of a public officer and employee as set forth in California Penal Code Section 836.5 to make arrests without a warrant whenever he has reasonable cause to believe that the person to be arrested has committed a misdemeanor in his presence which is a violation of any ordinance of the city of Norco or any penal law of the state of California relating to the construction of buildings and structures, installation of plumbing, electrical and wiring fixtures, regulation of land use in the city of Norco by zoning, regulation of the design and improvement of land in the city of Norco by its subdivision regulations and regulation of health and sanitation in the city.
