(1) 
The City Council hereby finds and declares that there are privately owned and maintained off-street parking facilities within the City of Norco which are generally held open to the public for purposes of vehicular travel to serve commercial establishments.
(2) 
Nothing in this Article shall be interpreted to require the Riverside County Sheriff Department to provide patrol or enforce any provisions of the California Vehicle Code pursuant to this Article.
The privately owned and maintained off-street parking facilities generally held open to the public for purposes of vehicular travel to serve commercial establishments are to be adopted by Resolution and may be updated as requested by the property owners.
Notwithstanding the provisions of this Article, the provisions of the California Vehicle Code shall not apply to any off-street parking facilities described herein unless the owner or operator has caused to be posted in a conspicuous place at each entrance to such off-street parking facility, a notice not less than 17 x 22 inches in size with lettering not less than one inch in height, to the effect that such off-street parking facility is subject to public traffic regulations and control.
