The purpose of the OS zone is to establish open space land for the preservation and production of natural resources, scenic beauty, and outdoor recreation for the public health and safety from possible flood, fire, subsidence, or erosion. The OS zone is to be placed primarily on public owned property, or where the retention of open space on private property is a benefit to the public. For example privately owned agricultural lands may be zoned OS if the lands are determined to be limited in potential use because of flooding or other problems. Further, the OS zone is to implement the goals and objectives of the general plan, and to protect and preserve open space as available land resource equal with other types of use and development.
