It shall be unlawful for any person to possess or consume alcoholic beverages on any City-owned property, including, but not limited to, parks, municipal buildings, sidewalks, streets, or parking lots, unless a variance has been granted by the Board of Aldermen in accordance with Chapter 250 of this Code.
