To provide locations and uniform development standards for light industrial, warehousing, limited manufacturing, research and development, business parks and other light or low impact business and office uses which cannot be classified as "commercial." The term "Business Park" refers to comprehensively designed master-planned developments with a campus-like atmosphere which can include a mixture of light manufacturing, limited commercial and residential uses.

The following uses, and uses determined to be similar, shall generally be permitted in the Light Industrial/Business Park (M) Zoning District when conducted entirely within a building or entirely screened with a solid fence or wall, with the exception of motor vehicle and mobile home sales lots and commercial and industrial truck parking areas. Emergency shelters are allowed by right (i.e., no discretionary permit is required that would constitute a "project" for the purposes of complying with the California Environmental Quality Act).
Administrative, business and professional offices.
Agricultural cultivation as a temporary use.
Assembly of the following:
Electrical equipment, such as radio, stereo, video and related electronic equipment.
Small electrical appliances, optical goods, precision equipment.
Automobile, truck, farm equipment, motorcycle and trailer accessories and parts manufacture and assembly, including sales, repairing and painting of same.
Bakeries, wholesale and distribution.
Banks and savings and loan offices.
Bottling plants.
Box factories and cooperage.
Brick, tile and clay products manufacture.
Building maintenance services.
Building materials manufacture and assembly, including composition wall boards, partitions, panels and prefabricated structures.
Building supply and/or hardware sales.
Business support services.
Cabinet or woodworking shop and furniture manufacture.
Can, bottle, glass and container manufacture.
Canvas products manufacture.
Ceramics products manufacture, using only previously pulverized clay.
Cold storage plants.
Communication services.
Dry-cleaning plants and commercial laundries.
Electroplating.
Emergency shelters where the lot size is a minimum of 2,500 square feet and has a minimum width of 50 feet.
Equipment rental agencies.
Food and food products manufacture.
Frozen food distributors.
Heating, plumbing, ventilation and air conditioning shops.
Laboratories, including commercial, testing, research and testing labs.
Light manufacturing, assembly, and packaging facilities or uses which have no objectionable noise, odor, or nuisance factors.
Lumber and building material yards.
Machine shop and machine tool manufacture, including metal lathes, metal stamping machines and woodworking machines.
Machinery manufacture, including heavy electrical, agricultural and construction machinery.
Manufacture, repair and assembly of the following:
Business machines.
Cutlery.
Electrical supplies and motors.
Hand tools.
Hardware.
Optical goods.
Precision instruments.
Scientific, medical and dental instruments.
Sheet metal products.
Signs.
Tool and die.
Toys and musical instruments.
Mini-storage and public storage facilities.
Moving agencies and storage warehouses.
Off-street parking lots and garages.
Paper products manufacture.
Parcel delivery terminals and offices.
Printing and publishing plants, printing, lithography and engraving services.
Product distribution centers.
Public buildings, facilities and uses.
Public utility uses and facilities.
Research and development offices and laboratories.
Tattoo parlors.
Service stations and car washes.
Warehouses and warehousing.
Wholesaling operations, which primarily serve the local community.
Other uses which, in the judgment of the Planning Commission, are similar to and no more objectionable than any of the uses set forth in this section.

The following accessory buildings and uses shall be permitted in the Light Industrial/Business Park (M) Zoning District:
A. 
Accessory uses and buildings customarily appurtenant to a permitted or conditional use, such as incidental storage facilities.
B. 
Signs which pertain only to a permitted or an approved conditional use located on the premises.
C. 
Temporary buildings and uses as provided in Chapter 5.22 NCC.

Any principal permitted use which is not conducted entirely within a building or visually screened entirely with a solid wall shall be required to obtain a conditional use permit. In addition, the following uses, and uses determined to be similar, may be permitted in the Light Industrial/Business Park (M) Zoning District subject to approval of a conditional use permit:
Animal hospitals and kennels.
Appliances repair and servicing.
Automobile, boat, motorcycle, recreational vehicle, truck and mobile home sales and related service, new and used.
Boat building.
Bottling plants.
Bus depots.
Business offices.
Car washes, automatic and self-service.
Caretaker's residence, but only in conjunction with a permitted or approved conditional use.
Contractor's storage yard.
Convenience food stores and markets, with or without gasoline filling stations.
Delicatessens and sandwich shops.
Equipment or party rental, with or without outdoor storage.
Food processing.
Gasoline filling and service stations.
Interim nonindustrial uses, including such uses as flea markets, trade fairs, bazaars and similar uses.
Outdoor storage yards, but not including wrecking yards or junkyards.
Parks and recreational facilities.
Private clubs, lodge halls and meeting facilities.
Public assembly, but not including churches or other places of worship.
Recreational vehicle parks, but only on an interim or temporary basis.
Residential, as listed in, and in accordance with, the standards of the Multiple-Family Residential Zoning District.
Restaurants.
Speculative buildings.
Taxi companies.
Truck stops, truck service centers and trucking yards.
Vehicle and/or boat storage yards.
Wholesaling.
All uses in the C-2 District which are not otherwise permitted in the Light Industrial/Business Park (M) District.

The following uses are prohibited in the Light Industrial/Business Park (M) District:
Ammonia, chlorine and bleaching powder manufacture.
Animal slaughtering except poultry and rabbits.
Bone, coal and wood distillation.
Cement, lime, plaster of Paris and gypsum manufacture, except for use of said product in an otherwise permitted manufacturing process.
Explosives manufacture.
Fat rendering, except as accessory to a permitted use.
Fertilizer manufacture.

The following standards shall apply to all land uses, development and subdivisions in the Light Industrial/Business Park (M) Zoning District (note: these standards have been modified to reflect the standards of the Industrial Area Specific Plan):
A. 
Minimum lot area: 20,000 square feet. Smaller lot areas, to a minimum of 2,500 square feet, may be approved by the Planning Commission with a conditional use permit.
B. 
Minimum lot width: 100 feet. Lot widths for smaller lots shall be established by the Planning Commission in the use permit review process; however, in no case shall the Planning Commission approve a lot having a street frontage of less than 35 feet.
C. 
Minimum front yard setback: None required unless adjacent to a residential zoning district or alley. In such instances, a 10-foot front yard setback is required.
D. 
Minimum rear yard setback: None required unless adjacent to a residential zoning district or alley. In such instances, a 10-foot rear yard setback is required.
E. 
Minimum side yard setbacks: None required unless adjacent to a residential zoning district. In such instances, the minimum side yard setback shall be 10 feet.
F. 
Industrial Building Setbacks.
1. 
Front: 25 feet.
2. 
Side (exterior corner): 20 feet.
3. 
Side (interior): None.
4. 
Rear: None, except 20 feet if abutting any residential district or alley.
G. 
Maximum floor area ratio (FAR): 0.4. However, mini-storage and public storage facilities shall have a maximum FAR of 0.6.
H. 
On-Site Landscaping. The following areas shall be permanently landscaped and maintained in a neat and weed-free condition:
1. 
All required setbacks and yard areas, with the exception of driveways and pedestrian walkways.
2. 
A minimum 10-foot wide landscaped planter shall be provided in front of all buildings facing public streets.
3. 
A minimum 10 percent of the required on-site parking and circulation area shall be landscaped. Landscaping shall be evenly divided throughout the parking area to the fullest extent feasible.
4. 
A minimum five percent of the site (excluding parking and circulation areas) shall be landscaped.
5. 
A minimum five-foot wide planter shall be required to be installed along property lines abutting Highway 33.
I. 
Maximum Building Height. The maximum building height shall be 50 feet as measured from the existing grade level. Projections above 50 feet may be allowed for minor ancillary equipment, such as ventilation equipment, communications, etc. A conditional use permit is required to construct structures above 50 feet. The absolute height of any structure, with or without a conditional use permit, is 75 feet.
J. 
On-Site Parking. On-site parking may be reduced with the written approval of the Newman Planning Director when the findings can be made that a unique parking situation exists, such as the opportunity for shared use of parking facilities, such that sufficient on-site parking facilities will be provided to accommodate proposed land uses and that a public parking hazard or problem will not occur.
K. 
Loading Requirements.
1. 
One on-site loading space shall be provided for each wholesale business establishment, warehouse, manufacturing, assembly and other industrial use up to and including 10,000 square feet of gross floor area. For warehouse, assembly, industrial and similar uses having in excess of 10,000 square feet of gross floor area, two on-site loading spaces will be provided.
2. 
Loading spaces shall not be located in any required yard or setback area nor within 25 feet of any property zoned for residential use. In addition, loading areas and loading docks shall either be screened from view from adjacent streets or oriented away from view of public streets.
3. 
Each on-site loading space shall consist of a rectangular area measuring not less than 45 feet long and 12 feet in width and shall maintain an overhead clearance of not less than 14 feet.
4. 
Loading facilities which involve the use of, or extension of, railroad spur lines, shall be subject to review and approval by the Planning Commission and City Engineer for conformance with City safety and circulation standards.
L. 
Outdoor Storage Requirements.
1. 
Outdoor storage which is accessory to a permitted or approved conditional use and does not occupy more than 15 percent of the usable site area (including parking areas) shall be allowed except that any storage area which is not screened by fencing or landscaping, shall be maintained in a neat and orderly fashion.
2. 
All rooftop equipment, such as primary HVAC equipment, shall be screened from adjacent streets with building parapets, architectural screening, or shall be expressed as an overall part of the building design concept.
M. 
Physical Compatibility. Adequate buffers and/or screening shall be provided for all uses where necessary to ensure physical compatibility with neighboring uses and/or zoning districts.
N. 
Architectural and Site Plan Review. Where new construction is proposed, architectural and site plan review shall be required prior to issuance of a building permit.
O. 
Other Applicable Provisions. Other provisions of this title as applicable such as off-street parking and loading, signs, landscaping and screening, trash enclosures, etc.
