The provisions of this Chapter shall apply, to the extent permissible under other laws, to all property within the City of Carson, whether such property is in public or private ownership, except freeways, streets, alleys and walkways which are dedicated for public use.
Parts 1, 6, 7, 8 and 9 of this Chapter are generally applicable to all zones. Unless otherwise specifically indicated, Parts 2, 3, 4 and 5 of this Chapter apply as follows:
Part 2 applies to the RA, RS and RM Zones.
Part 3 applies to the CN, CR and CG Zones.
Part 4 applies to the ML and MH Zones.
Part 5 applies to the OS Zone and such Special Use Zones as may be established.
The provisions of this Chapter shall apply, to the extent permissible under other laws, to all persons, agencies and organizations, both public and private, except that in circumstances where an overriding public interest is found to be served by an action or development undertaken by a public agency, the Commission or Council may waive the requirements of this Chapter to the extent deemed necessary.
A. 
New or Changed Development or Use. Each provision of this Chapter shall apply, to the extent permissible under other laws, to all actions, activities or development initiated subsequent to the effective date of such provision, including but not limited to the following:
1. 
The division or leasing of land.
2. 
Construction, alteration, remodeling, expansion, replacement or relocation of any building, structure or other facility or portion thereof.
3. 
The use and occupancy of land, buildings, structures or other facilities.
B. 
Existing Development or Use. Any lawfully established development or use shall be permitted to continue without change, even though no conformance with provisions of this Chapter due to subsequent changes in such provisions, except as otherwise provided in Division 2 of this Part or elsewhere in this Chapter.
