A.
No building, manufactured home or portion of any building or manufactured home shall be moved over, along, or across any street or alley of the city unless the person moving such building, manufactured home, or portion of any building or manufactured home shall have previously secured a permit therefor from the building official.
B.
Any person moving a building, manufactured home or portion of any building or manufactured home must have a current valid business license issued by the city of Prosser before the building official may issue any permit authorized by subsection A of this section.
D.
The building official may not issue a permit to move a manufactured home constructed prior to June 15, 1976, from one location in the city of Prosser to another location in the city of Prosser or from a location outside of the city of Prosser to a location inside the city of Prosser until the building official is provided with proof that the manufactured home has passed a life safety inspection by the State of Washington Department of Labor and Industries. Manufactured homes that are relocated due to either the closure or conversion of a manufactured home park shall not be required by the building official to comply with the requirements of any applicable fire, safety, or construction code for the sole reason of its relocation unless the original occupancy classification of the building is changed as a result of the move or unless the manufactured home has been substantially remodeled or rehabilitated. For the purpose of determining whether a moved mobile home has been substantially remodeled or rebuilt, any cost relating to preparation for relocation or installation shall not be considered. Manufactured homes that are relocated due to either the closure or conversion of a manufactured home park must comply with all regulations applicable to any work performed in compliance with installation requirements.
E.
No permit shall be required to move a building which is eight feet or less in width, forty feet or less in width and thirteen feet six inches or less in height (as measured from the ground after being placed on the moving apparatus).
F.
When the term "manufactured home" is used in this section, it shall also mean "mobile home," if applicable.
