Designating Wetlands. Wetlands are those areas, designated in accordance with the "Washington State Wetland Identification and Delineation Manual," that are inundated or saturated by surface or ground water at a frequency and duration sufficient to support, and that under normal circumstances do support, a prevalence of vegetation adapted for life in saturated soil conditions. All areas within the city of Prosser meeting the wetland designation criteria in the "Identification and Delineation Manual," regardless of any formal identification, are hereby designated critical areas and are subject to the provisions of this title.
B.
Wetland Ratings. Wetlands shall be rated according to the Department of Ecology wetland rating system found in the Washington State Wetland Rating for Eastern Washington (Ecology Publication No. 14-06-030), or as revised by Ecology. This document contains definitions and methods for determining ratings.
