All improvements, and minimum installation materials, designs and construction standards shall be in accordance with the latest edition of the Standard Specifications for Municipal Public Works Construction, which is adopted by reference in Section 15.12.010, and in accordance with the Uniform Plumbing Code, which was adopted by Section 15.04.030. The city superintendent shall prepare minimum installation materials, designs and construction standards appropriate to the locality, topography, soil conditions and geology of the area in which the proposed plat, subdivision or dedication is to be developed and improved. The standards shall be made available to the subdivider ten days after receipt of the proposed plat, subdivision or dedication by the city superintendent from the planning commission. Minimum improvements shall include Sections 17.24.020 through 17.24.060.

A. 
1. 
Streets shall be constructed to full width of roadways, as specified in this chapter.
2. 
Standard Specifications. Pursuant to the authority contained in RCW 35A.12.140, the latest edition of the Standard Specifications for Road, Bridge, and Municipal Construction, of the Washington State Department of Transportation and The American Public Works Association, Washington State Chapter, together with all the amendments and additions thereto made hereafter, are adopted by the city and by this reference are incorporated herein as if set out in full.
B. 
Driveway and alley returns shall be installed by the developer, and extend to and be connected with the roadway. (For provisions, specifications and standards relating to driveways and alley returns, see Section 41, of the Standard Specifications For Municipal Public Works Construction.)
C. 
Alleys shall be provided in commercial and industrial districts not less than twenty feet in width for one-way traffic unless otherwise permanent provisions for access, parking and loading facilities are made as approved by the planning commission. Alley intersections and sharp changes in alignment shall be avoided. The corners of necessary alley intersections shall have radii of not less than ten feet.
D. 
Drains and catch basins shall be installed as required by the city council. However, regardless of specific requirements of the city council, if there will be low spots in any street or any street intersection conducive to trapping water, gravity flow catch basins shall be installed.
E. 
Eighteen-inch curbs and gutters shall be installed, Type A or B, as shown on pages 191-194, both inclusive, Standard Drawings for Curbs and Gutters, of the Standard Specifications For Municipal Public Works Construction, or other curbs constructed with steel forms as approved by the city superintendent.
F. 
Sidewalks may, but shall not necessarily, be required in a subdivision proposal along secondary arterials, collector streets, and commercial and industrial streets, unless other provisions are approved by the planning commission. Sidewalks may also be required if necessary to conform with the standards of the neighborhood.
G. 
Sidewalks shall be installed as provided in Section 42, Standard Specifications For Municipal Public Works Construction.

A. 
No extension of water mains will be made outside of the present areas except when approved by the city council.
B. 
Subdivisions shall be provided with a complete wa-ter system.
C. 
The subdivider or any group of persons may construct a water main extension by a local improvement district or by private arrangement under the following conditions:
1. 
In accordance with appropriate engineering stan-dards approved by the city superintendent;
2. 
Upon informing the city of the costs of improvement and paying to the city water department an inspection fee in the amount of five percent of the cost of the construction of the extension;
3. 
With the express understanding that title to all mains and extensions placed in the city streets, alleys or easements shall be vested in the city and shall become a part of the city water system;
4. 
With the understanding that other users may connect to such mains and extensions as the city may allow providing that those property owners that have not participated in the cost of constructing the main shall pay front footage as provided by the regulations and ordinances of city.
D. 
The water distribution system including the locations of fire hydrants shall be designed in accordance with the standards and installed under the supervision of the city superintendent. Connections shall be provided for each lot.

A. 
No extension of irrigation water mains will be made outside, of present areas except when approved by the city council.
B. 
Subdivisions shall be provided with a complete irrigation water system for such part of the lands having an irrigation water right. An irrigation water service is determined by the city superintendent considering all factors including topographical location or condition.
C. 
The subdivider or any group of persons may construct an irrigation water main extension by a local improvement district or by private arrangement under the following conditions:
1. 
In accordance with appropriate engineering stan-dards approved by the city superintendent;
2. 
Upon informing the city of the costs of improvement and paying to the city irrigation department an inspection fee in the amount of five percent of the cost of the construction of the extension;
3. 
With the express understanding that title to all mains and extensions placed in the city streets, alleys or easements shall be vested in the city and shall become a part of the city irrigation system;
4. 
With the understanding that other users may connect to such mains and extensions as the city may allow providing that those property owners that have not participated in the cost of constructing the main shall pay front footage charges as provided by the regulations and ordinances of city.

A. 
No extension of sewer mains will be made outside of present areas except when approved by the city council.
B. 
Subdivisions shall be provided with a complete sanitary sewer system providing a public sewer main lying within eight hundred feet of the proposed subdivision. If a public sewer main is not located within eight hundred feet of the proposed subdivision the following shall be considered reasonable in lieu of distribution system:
Proposed subdivisions, where the lot sizes and soil conditions and other circumstances have been found satisfactory by the city superintendent and health officer, septic tanks or other methods of handling waste shall be installed in accordance with the standards and under the supervision of the city superintendent.
C. 
The subdivider or any group of persons may construct a sewer main extension by a local improvement district or by private arrangement under the following conditions:
1. 
In accordance with appropriate engineering stan-dards approved by the city superintendent;
2. 
Upon informing the city of the costs of improvement and paying to the city sewer department an inspection fee in the amount of five percent of the construction of the extension;
3. 
With the express understanding that title to all mains and extensions placed in the city streets, alleys or easements shall be vested in the city sewer system;
4. 
With the understanding that other users may connect to such mains and extensions as the city may allow providing that those property owners that have not participated in the cost of constructing the main shall pay front footage charges as provided by regulations and ordinances of city.

Permanent monuments and other markers shall be erected and located and each lot shall be staked in accordance with the standards and under the supervision of the city superintendent.

In all subdivisions adequate and satisfactory installation of electric power and communication facilities shall be required. All such facilities shall be installed underground except for the following:
A. 
Electric utility substations, padmounted transformers, and switching facilities;
B. 
Electric transmission systems of a voltage of 55 Kv or more;
C. 
TV cable amplifiers;
D. 
Telephone pedestals; cross-connect terminals, repeaters, and cable warning signs;
E. 
Street lighting standards;
F. 
Traffic-control equipment;
G. 
Temporary services for construction;
H. 
Existing overhead electrical and communication lines which are not in substantial conflict with the final approved design of plats such that the existing overhead line or a portion thereof would render lots and/or streets unusable, as determined by both the Benton Public Utility District No. 1 and the city;
I. 
Electrical and communication main feeder lines either existing or planned or to be installed in the future, unless congestion of overhead utility lines detracts from the value of the area as determined by both the Benton Public Utility District No. 1 and the city.

In all subdivisions adequate and satisfactory installation of street lighting standards and street lights, and all facilities and appurtenances as determined by the city superintendent, shall be required.

The subdivider shall grant easements upon the request of the city or any franchised public utility if such easement is necessary for the installation of any required utility.
