The purpose of the IH district is to provide for areas for general industrial processing and manufacturing uses, subject only to the protection of nearby uses and the required quality of air and water.

The following uses are the only uses permitted in IH districts:
A. 
Uses allowed in Chapter 18.49;
B. 
Meat and poultry slaughterhouses and packing, but not stockyards;
C. 
Wood processing plants, but not pulp and paper manufacturing plants;
D. 
Asphalt and concrete product manufacturing plants;
E. 
Accessory uses and structures related to a permitted use;
F. 
Automobile and metal appliance manufacturing and assembly, structural steel fabricating shops; wholesale glass and wood fabrication and assembly; manufacture of plastic, rubber and metal products;
G. 
Auto salvage, storage and junkyards;
H. 
Manufacture of building materials.

The following uses require approval of a permit in accord with Chapter 18.75:
A. 
Volatile toxic and volatile flammable material storage (18.75.050);
B. 
On-site hazardous waste treatment and storage; off-site hazardous waste treatment and storage facilities subject to state siting criteria (18.75.050);
C. 
Public and quasi-public uses (18.75.050);
D. 
Similar uses (18.75.070);
E. 
Industrial and manufacturing plants resulting from the development of natural resources of land on which the use is located (18.75.050);
F. 
Foundry casting nonferrous materials.

Development standards in industrial, heavy (IH) districts are as follows:
A. 
Minimum setbacks: front, none, but ten feet if abutting a residential district; side and rear, none, but twenty feet if abutting a residential district.
B. 
Maximum building height: forty-five feet. A structure higher than forty-five feet requires approval of a conditional use permit in accord with Chapter 18.75.
C. 
Off-street parking in accord with Chapter 18.63.
D. 
Signs in accord with Chapter 18.72.
E. 
Site Review. Site review, in accord with Chapter 18.75, is required for each new use and expansion of an existing use.
F. 
Solid Waste Receptacles. All solid waste receptacles must be surrounded on at least three sides by a minimum five-foot high sight-obscuring fence or wall. Such enclosures and receptacles are not permitted within required street frontage areas.
G. 
Landscaping. A ten-foot sight-obscuring buffer must be landscaped on the side and rear setback areas when abutting a commercial or residential zone.
