This chapter provides procedures for amending, supplementing or changing this title and the official zoning map.

A. 
Initiating Changes. Any change to this title or the zoning map may be initiated by the planning commission, the city council or any property owner or his agent for the property within the area proposed to be changed.
B. 
Filing. Applications to amend the zoning map must be on forms supplied by the administrator and must contain the information stated thereon, as well as the application requirements which accompany the application.
C. 
Review. Review of applications will be in accord with Title 19.

A. 
Reports Required. The planning commission will file a written report of its findings and recommendations.
B. 
Findings Required. In order to amend the zoning map, the planning commission must recommend and the city council must find that the proposed amendment conforms with the comprehensive plan and promotes the public necessity, convenience and general welfare. If a proposed amendment conflicts with the comprehensive plan, no action will be taken on the proposed zoning map amendment until the city has completed its annual review of the comprehensive plan.
C. 
Denial. Denial by the planning commission is final unless appealed to the city council.
D. 
Action. The council may reject, adopt or conditionally adopt the amendment or may return it to the planning commission for further consideration. Further public hearings are not required. The report and recommendation of the planning commission is advisory only. Final action rests with the city council.
E. 
Resubmission of Petition. Any petition for a change-of-zone which is denied may be resubmitted after six months of the action taken.

Applications to amend this title must be on forms as supplied by the administrator. All amendments require at least one public hearing by the planning commission who will recommend action to the city council. The council need not hold a public hearing. If the planning commission denies a request to amend this title, that decision is final unless appealed to the council.
