The governing body of Springville shall be a City Council composed of a Mayor and five (5) Council members.

(1) 
Title 20A, "Election Code," Utah Code Annotated 1953, as amended, is hereby adopted as the official Election Code for the City of Springville. The City Recorder shall maintain at least one (1) copy of said Election Code in his/her office for use and inspection by the public as required by State law. If any provision of the following sections regarding elections in Springville City is deemed in conflict with Title 20A, the provisions in Title 20A shall be the law, rule, statute, or ordinance in effect.
(2) 
General, primary, and special elections shall be held at the times and in the manner identified according to Sections 20A-1-202, 20A-1-203, and 20A-9-404, Utah Code Annotated 1953.

Municipal general election terms of office shall be held in accordance to Sections 10-3-201 to 10-3-205, Utah Code Annotated 1953.

(5) 
In the case of death, resignation, removal, or disqualification from office of the Mayor or a Council member, the procedures to fill the vacancy will be held in accordance to Section 20A­1­510, Utah Code Annotated 1953.

At-large election of officers will be held in accordance to Section 10-3-205.5, Utah Code Annotated 1953.

A primary election will only be held when required according to Section 20A-9-404, Utah Code Annotated 1953.

Each person seeking to become a candidate for a City office who files a declaration of candidacy shall pay a filing fee, and a filing fee shall be required for each nomination petition submitted. Such filing fee shall be set from time to time by resolution of the City Council.

Canvassing returns shall be held at the times and in the manner identified in Section 20A-4-301, Utah Code Annotated 1953.

In preparing for all municipal elections, the City Recorder shall be responsible to see that the City complies with the provisions of Section 20A-5-401 et seq., Utah Code Annotated 1953.

Campaign finance disclosure and reporting requirements shall be as required by Section 10-3-208, Utah Code Annotated 1953.

Violation by any person of any of the provisions of this Chapter, or any person who violates the provisions of Title 20A, Utah Code Annotated 1953, shall be punished as set forth by State law.
