The City Council shall retain an attorney duly admitted and licensed to practice law in the state of Utah, to serve as City Attorney and as legal advisor to the City Council and to City officers and employees on matter pertaining to their duties, to represent the City in litigation, except where the City Council directs otherwise, and to render such other legal services as may be required by the City Council.
