Nothing in this Division shall modify or supersede any provision of the general law for the State of California regarding the sale of franchises by the City, including Division 3 of the Public Utilities Code.

All franchises awarded by the City shall be awarded pursuant to this Division 1 unless the award of franchise is explicitly provided under some other provision of law.
