The ordinance codified in Division 1 shall be known as and may be cited as the "highway permit ordinance."

The provisions of the ordinance codified in this Division 1, insofar as they are substantially the same as the provisions of prior ordinances, this shall be construed as restatement and continuation, and not as a new enactment.
