For the purposes of this article:
Board
Means the Irving Health and Disabilities Advisory Board.

There is hereby created and established the Irving Health and Disabilities Advisory Board which shall be an advisory body to the city council.

To ensure that every resident of Irving, regardless of ability, has equitable access to nature, recreation, and community engagement opportunities that support a healthy lifestyle.

(a) 
Number.
The city council shall appoint nine voting members.
(b) 
Qualifications.
All voting members of the board shall live within the corporate limits of the City of Irving.
(c) 
Term of office.
The nine voting members shall occupy a place on the board, such places being numbered 1, 2, 3, 4, 5, 6, 7, 8, and 9, respectively. The term of office for all voting members is two years. The term of office for places 1, 3, 5, 7, and 9 shall expire in odd-numbered years. The term of office for places 2, 4, 6, and 8 shall expire in even-numbered years.

The city manager or designee and the city health officer or designee shall be ex officio, non-voting members of the board.

The duties and responsibilities of the board shall be:
(a) 
Make recommendations on the development of recreation areas, facilities, programs, and improved recreation services for people with disabilities;
(b) 
Promote the policies and functions of the parks and recreation department to the public; and
(c) 
Review access to recreational and fitness opportunities in a safe and healthy environment for all residents.
