By letter of appointment, the Chief of Police may appoint any person as a special police officer. A special police officer may, at the discretion of the Chief of Police, be referred to as a community service officer, code enforcement officer or special investigator or by any other reasonable title and may be an employee or volunteer of the Town. A special police officer shall be a peace officer, possess only those powers, privileges and duties specified in the letter of appointment and conform to and be subject to all rules and regulations governing the Johnstown Police Department and all special rules and regulations the Chief of Police may make concerning special police officers. At the discretion of the Chief of Police, a special police officer may be removed or discharged from such position at any time with or without cause.
