Any person, firm, corporation, or other entity who violates any provision of this code for which another penalty is not specifically provided shall, such being determined in a court of law, be subject to a fine not exceeding $2,500 for the first violation and not more than $7,500 for a second or subsequent violation. Notwithstanding the foregoing, the penalty for violating an ordinance regarding traffic or parking shall not exceed $2,500.
