The King County disposal system is designated as the authority governing the disposal of all solid waste, including moderate risk waste, generated or collected within the city. The county is designated as the authority to designate appropriate solid waste disposal sites, except for solid waste eliminated through waste reduction and recycling programs consistent with the county and the city comprehensive solid waste management plans.

No solid waste as defined by the King County comprehensive solid waste management plan may be diverted from disposal consistent with the terms of the King County comprehensive solid waste management plan without the prior approval of King County.

Any person who violates the terms of this chapter is guilty of a misdemeanor. Upon conviction, a person violating the terms of this chapter is punishable by a fine of $500.00, or a term of imprisonment of six months, or both such fine and imprisonment.
