Every person, firm or corporation engaged in building or construction operations within the Township or in the excavation, grading or filling operations within the Township or in the digging of any trenches for the laying of water, sewer, gas or other utility installations or in the transportation of soil, stones, building materials or debris is hereby required to eliminate the tracking or disposition of mud, soil, stones, building materials or debris on the surface or pavement of any street, avenue or road within the Township. All mud, soil, stones, building materials or debris tracked, placed or deposited in any way on any street, avenue or road within the Township shall be completely removed from the same by 5:00 p.m., prevailing time, of the day on which such tracking, placement or disposition occurred.

Any person violating any provision of this Article shall, upon conviction in the summary proceeding, be sentenced to pay a fine of not less than $25 nor more than $600, plus the costs of prosecution, and, in default of payment of such fine and costs, to a period of imprisonment not to exceed 30 days. Each day that said soil, stones, building materials or debris remains on the highway shall constitute a separate offense.
