There shall be a uniform system of numbering houses, stores and other buildings (except sheds and outbuildings) erected or to be erected within the City limits of the City of Brownsville, Oregon, by placing on the door or door frame of the main entrance of the building, or as near thereto as practicable, its proper number shown on the map or plan now on file in the Office of the City Recorder and entitled "Official Numbering Map of the City of Brownsville."

The base line for starting said numbering for all streets running easterly and westerly shall be Main Street and French Street; and the base line for starting said numbering for all streets running northerly and southerly shall be an east and west line bisecting the Main Street bridge at the center of the Calapooia River.

The odd numbers shall always be at the left side and the even numbers on the right side of the observer facing out from the baseline. The first number on any building will always indicate the number of blocks from the base line. The numbers on any street not starting at a base line will correspond to a corresponding street originating at the base line.

The distance per number shall be 20 feet except on Main Street between Kirk Avenue and Stanard Avenue, and on Spalding Avenue between Main Street and Averill Street, where the distance per number shall be 10 feet. Upper floors shall be designated "1/2" and apartment houses or motels which are assigned only one number can use a letter or number suffix if so desired.

The City Recorder is to assign to each house and building located in said City its respective number under the uniform system provided for in BMC § 12.15.010. The number shall be assigned on a frontage basis and determined by the unit of measurement applicable, with each structure or lot receiving the number nearest to the entrance to the structure or center of lot, whichever appears to be most practical.

Numbers shall be placed within 60 days after the City Recorder has assigned the appropriate number. The cost of the number or numbers shall be borne entirely by the owner or occupier of the building.

All numbers shall be at least two inches in height and placed in such a position as to be readily seen from the front of the building.

Whenever any new house, building or structure shall be erected in said City, the owner or his agent shall procure the correct street number from the City Recorder at the time a building permit is issued and shall, upon completion of said building, affix the number as provided in BMC § 12.15.070.

Any owner of any building now erected or hereafter to be erected within said City, or any other person having the control thereof, who shall refuse or neglect to comply with the terms of this chapter as to the numbering of the same; or any person who shall take down, alter or deface any number that has been assigned or put up as aforesaid; or any person who shall use or display upon a building an improper number or one different than which this chapter provides for, shall be deemed guilty of violation of this chapter and, upon conviction, shall be fined not less than $5.00 nor more than $25.00.
