As used in this chapter, unless the context requires otherwise:
means a structure or use incidental and subordinate to the main use of the property and which is located on the same lot with the main use.
means an application obtained from the City to place a structure that is incidental or subordinate to the primary use of the property.
means the person making application for a permit for a sewer connection, who shall be the owner of the premises to be served by the sewer for which a permit is requested, or his authorized agent appointed in writing to do so.
(denoting Biochemical Oxygen Demand) means the quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure in five days at 20 degrees centigrade, expressed in milligrams per liter.
means any structure used for human habitation, employment, place of business, recreation or any other purpose, containing sanitary facilities.
means the City of Brownsville or any of its authorized representatives.
means a sealed aperture permitting access to a sewer pipe for cleaning purposes.
means a sewer intended to serve as a sanitary sewer and a storm sewer, or as an industrial sewer and a storm sewer.
means any structure which contains sanitary facilities used other than as a dwelling unit, or for manufacturing purposes.
means an application obtained from the City to construct a primary structure.
means a facility designed for permanent or semi-permanent occupancy and provided with minimum kitchen, sleeping and sanitary facilities.
means an application obtained from the City to place a fence on private property.
means solid wastes form the domestic and commercial preparation, cooking, and dispensing of food, and the handling, storage and sale of produce.
means any lot used for the purpose of parking vehicles that is hard-surfaced and/or paved to the extent that water drains off into catch basins or onto a public right-of-way.
means any nongovernmental, nonresidential user of a publicly owned treatment works which discharges more than the equivalent of 25,000 gallons per day (gpd) of sanitary wastes and which is identified in the Standard Industrial Classification Manual, 1972, Office of Management and Budget, as amended and supplemented under one of the following divisions:
Division A – Agriculture, Forestry and Fishing; |
Division B – Mining; |
Division D – Manufacturing; |
Division E – Transportation, Communication, Electric, Gas, and Sanitary Services; |
Division I – Services. |
In determining the amount of a user's discharge for purposes of industrial cost recovery, the grantee may exclude domestic wastes or discharges from sanitary conveniences. |
means that portion of the wastewater emanating from an industrial user which is not domestic waste or waste from sanitary conveniences.
means milligrams per liter.
means any outlet into a watercourse, pond, ditch, lake or other body of surface or groundwater.
means any individual, firm, company, association, society, corporation or group.
means the logarithm of the reciprocal of the weight of hydrogen ions in grams per liter of solution.
means parts per million.
means the wastes from the preparation, cooking and dispensing of food, and the handling, storage, and sale of produce, that have been shredded to such a degree that all particles will be carried freely under the flow conditions normally prevailing in public sewers, with no particle greater than one-half inch (1.27 centimeters) in any dimension.
means sink, tub, shower or toilet.
means a combination of the water-carried wastes from residences, hotels, motels, rooming houses, business buildings, institutions and industrial establishments, together with such ground, surface and storm waters as may be present.
means a pipe or conduit for carrying sewage:
"Building drain"
means that part of the lowest horizontal piping of a drainage system which receives the discharge from soil, waste, and other drainage pipes inside the walls of the building and conveys it to the building sewer, beginning five feet (1.5 meters) outside.
"Building sewer"
means the extension from the building drain to the public sewer or other place of disposal.
"Public sewer"
means a sewer that is owned and controlled by the City.
"Sanitary sewer"
means a sewer which carries sewage and to which storm, surface, and groundwaters are not intentionally admitted.
"Sewage treatment plant"
means any arrangement of devices and structures used for treating sewage.
"Sewer lateral"
means the building sewer, the extension from the building to the public sewer main.
means an amount of money charged for connecting to the City sanitary sewer system to cover plan review, inspection, and related administrative costs.
is mandatory; "may" is permissive.
means any discharge of water, sewage or industrial waste which in concentration of any given constituent or in quantity of flow exceeds for any period of duration longer than 15 minutes more than five times the average 24-hour concentration of flows during normal operation.
means a sewer intended to carry only storm waters, surface runoff, street wash waters and drainage.
means the Superintendent of Public Works of the City, or his authorized deputy, agent or representative.
means solids that either float on the surface of or are in suspension in water, sewage, or other liquids, and which are removable by laboratory filtering.
means a channel in which a flow of water occurs, either continuously or intermittently.
