There is created the position of hearing examiner, whose duties shall be to provide hearing examiner services as set forth in EMC Title 15, Administration of Development Regulations. The term "hearing examiner" shall likewise include the examiner pro tem.

Compensation for the hearing examiner shall be established via a professional services contract as recommended by the mayor and approved by city council. The hearing examiner shall be employed on a yearly basis via a renewable 12-month contract for services.
