The salaries of city councilpersons eligible to receive the same under the laws of the state of Washington are fixed at $325.00 per calendar month, effective at the beginning of each term of each respective councilperson and will be paid from the current expense fund.
The salaries of the planning director, city treasurer, city clerk, health officer, city attorney, and the salary of the judge shall be established by the mayor and council of the city pursuant to the lawful adoption of the budget of the city and the lawful amendment thereto.
The salaries of all other nonelective city employees under union membership, shall be established pursuant to the current union contract for city employees and in future union contracts established by negotiations between the city and the official union representative of the nonelective city employees.

The salary of the chief of police and all other law enforcement officers shall be paid from the current expense fund except as is otherwise provided for under Chapter 8.36 EMC, which chapter makes certain provisions for payment of law enforcement officers from money from the parking meter fund.

The public works director shall at any and all times determine the classification and pay of skilled and unskilled laborers and maintenance men under his supervision and shall designate the fund from which such individuals are paid, depending on where or when the employee is so employed in the duties carried on therein.

The mayor and city clerk are authorized to issue the necessary warrants on respective funds from which each respective employee draws his or her salary and the treasurer authorized to honor same accordingly, payable from the payable fund or such other fund as may be otherwise designated.
