It is unlawful to keep, or harbor, or in any way possess a pit bull dog within the city. The following pit bull dogs are exempt from this section:
A. A pit bull dog that is registered and participating in a dog show that has been sanctioned by the American Kennel Club, the Olympic Kennel Club, or any organization that participates in the showing and exhibiting of dogs at an event that has specifically been organized for a dog show or exhibition that is held at the Expo Center and/or other facilities within the city's jurisdiction with the approval of the city of Enumclaw. The dog participating in that show must be under the direct control of its handler through a tether or leash line affixed to the animal and the exhibitor and/or stationary object or is in a confined area which is encircled 360 degrees at a height that would prevent escape of the animal.
B. A dog licensed as a service animal, which service animal is defined as a dog that is individually trained to do work or perform tasks for people with disabilities. Such animal must be licensed with King County Animal Control through a specific licensing procedure which designates such animal as a service animal.
C. An assistance animal for people with disabilities in housing and HUD funded programs. The owner or handler of such assistance animal shall provide documentation of such animal's qualifications as an assistance animal when requested, stating that the animal has been individually trained or certified, that such animal works, provides assistance and performs tasks for a person with disabilities, or provides emotional support that alleviates one or more identified symptoms or effects of a person's disability. Documentation must provide that the assistance animal performs disability-related functions which include but are not limited to guiding individuals who are blind or have low vision, alerting individuals who are deaf or are hard of hearing to sounds, providing protection or rescue assistance, pulling a wheelchair, fetching items, alerting persons to impending seizures, or providing emotional support to persons with disabilities who have a disability-related need for such support. Such documentation is not required if it is readily apparent that the handler or owner has a disability-related need for an assistance animal. If not readily apparent, the owner and/or handler is to provide documentation from a physician, psychiatrist, social worker or other mental health professional that the animal provides emotional support and alleviates one or more of the identified symptoms or effects of an existing disability.
D. A specific dog has passed the AKC Kennel Club Canine Good Citizen Test or reasonably equivalent canine behavioral test in which case the specific dog is exempt from the provisions of this section for a period of two years. After each two-year period the dog may be retested and if it successfully passes the Canine Good Citizen Test, the exemption shall continue for an additional two-year period. A dog that has failed the Canine Good Citizen Test, or equivalent test, may retest within a reasonable period of time.
