It is unlawful for any person, firm or corporation to block any street or alley with any kind of matter so that vehicles shall not have free access to and fro through said alley; provided, that the city council, upon receipt of petition, upon motion, may allow the temporary blockage of an alley or street if it is for the purposes of a parade or other public events; provided further, that any blockage of any alley or street shall be clearly marked to alert traffic as to the blockage.
