Except as authorized by Chapter
5.14 LMC and Chapter
12.30 LMC, it is unlawful for any person to store or display any sign or signs, advertising structures, or any goods, wares or merchandise, or any other thing for purposes of display, announcement, advertisement, sale or otherwise on any street, right-of-way, alley or sidewalk, or in the space between the sidewalk and street curbs in the city; provided, however, that the city council, by resolution, may authorize the temporary use of the public streets and sidewalks for the display and sale of goods, wares and merchandise in connection with promotional activities conducted by not less than six retail stores, whose permanent places of business are all contiguous, in connection with an annual merchandise fair with the time, place, exhibitors and exhibits to be fixed by said resolution of the city council; provided further, that where sufficient width exists so as not to interfere with pedestrians, the city council may permit the maintenance of newspaper vending machines in such areas.
