The city owns, operates and maintains a senior citizens center for the use and recreation of citizens 55 years of age and older. By reason of the natural process of aging, some people, particularly senior citizens, develop difficulty in walking long distances, or in avoiding small hazards that would be insignificant to younger people during the course of walking. Therefore, the city owns and maintains off-street parking facilities for the parking of motor vehicles nearby or adjacent to the senior citizens center for the exclusive use of senior citizens while they are engaged in activities within the senior citizens center.
