Historic Site Verifications shall be assessed a fee in accordance with § 14-1.3.

A. 
Any person(s) or entity undertaking any improvement or construction activity on a historic building, structure or landmark, including those located within a designated historic district, without having first submitted a request for verification to the Historic Preservation Commission and received a zoning permit as provided in this Part V shall be deemed to be in violation of this Part V.
B. 
If unauthorized improvement, demolition, or construction activity occurs without a valid and complete Historic Site Verification, the Zoning Office shall issue a notice of violation to immediately cease any improvement, demolition, or construction activity on the site.
C. 
Upon receipt of a notice of violation of this Part V, the violator(s) shall submit a request for Historic Site Verification to the Zoning Office within five days.

Any person(s) or entity determined to be in violation of this Part V shall be subject to a fine of up to $1,000 per violation. The imposition of any penalty shall not exempt the violator from compliance with the provisions of this Part V. Such remedies may include restoration or reconstruction of an improved, altered, partially or totally demolished historic building or structure.

All historic buildings, structures, landmarks and sites shall be preserved and maintained by their owner(s) against decay, rot, deterioration and structural defects to prevent the partial or total demolition caused solely by neglect of said structure. Any such neglect shall be deemed a violation of this Part V.
