There is established jointly in Chelan and Douglas Counties a community mental health program pursuant to and in accordance with Chapters 110 and 111 of the Laws of 1967, Extraordinary Session, to coordinate community mental retardation services and to provide community mental retardation or mental health services, and to exercise all the powers and functions as set forth in the above described Acts.
