The structure of town government shall be the council-manager form of government. The council shall be responsible for the legislative functions of the municipality, such as establishing policies, adopting local ordinances, voting appropriations, developing an overall vision for the community, and other such functions as provided by law, and council members shall provide advice to the town manager regarding implementation of the policies of the council. The town manager shall be the chief administrative officer of the town and shall work under the general direction of the council to ensure effective, efficient and equitable delivery of government services.
