No person shall conduct any business within the city without first obtaining and thereafter maintaining a business license pursuant to the provisions of this chapter, and paying the tax therefor. As used in this chapter, the word “person” shall mean and include an individual, and any domestic or foreign corporation, association, syndicate, joint venture, partnership, club, trust or sureties of any kind, excepting any public utility that pays a franchise fee to the city.
