Notwithstanding any other provisions of this chapter, for the purpose of counting and recording absentee ballots in all general elections including, but not limited to, those general elections held in May and November, there is hereby established one central absentee voter election district in the city hall of the city, which shall receive, count and record all absentee ballots cast within the city, as provided by the Code of Virginia, Sections 24.2-710, 24.2-711, 24.2-712.

The city shall be divided into five wards, designated as Ward No. 1, Ward No. 2, Ward No. 3, Ward No. 4 and Ward No. 5. There is hereby incorporated into such wards all the territory embraced within the corporate limits of the city.
