The council shall hold regular meetings on the second and fourth Thursdays of each month, at such hour, as it may designate, and shall meet at any other time to which it may be regularly adjourned or postponed. If a quorum fails to attend, those attending may adjourn to such other time prior to the next regular meeting as they may determine and the clerk shall enter such adjournment in the journal of the council and shall notify absent members thereof, in the same manner as is required for special meetings.
The council may, by a majority vote, cancel a regular meeting; provided, that the council conducts at least one regular meeting each month in a calendar year.

A majority of the members of the council shall constitute a quorum for the transaction of all business that does not require more than a majority vote of those present to determine. For the transaction of business requiring more than a majority vote of those present to determine, a quorum shall consist of such number of members as are required by law for the determination of such business.
If the Virginia State and Local Government Conflict of Interests Act prohibits a majority of the members of council from participating in a transaction, the remainder of council members shall constitute a quorum pursuant to Sections 2.2-3112 and 15.2-1415 of the Virginia Code as may be amended from time to time.

The rules of parliamentary procedure as comprised in "Robert's Rules of Order" shall govern the council in all its deliberations, except in cases where they are in conflict with the laws of the state or of special rules adopted by the council.

Each calendar year, the council shall review previously approved memoranda of council administrative procedures and shall reapprove such memoranda, with any amendments, deletions or additions agreed to by a majority of the council.

Any rule of procedure set forth in this article may be suspended for the time being by the affirmative vote of at least four members of the council.

Every member of the council present shall vote upon all questions upon which a vote may be taken, unless excused from voting by the council. No member, however, shall be permitted to vote upon any matter in which he shall have an immediate personal or financial interest.
Notwithstanding the foregoing, any member of council absent from a meeting shall be excused from voting upon the adoption of that meeting's minutes. A member of council may also abstain from voting on a question if the member believes that they have the appearance of a conflict of interest and state the perceived appearance of the conflict of interest to the council before the vote. The clerk of the council shall record the member's perceived appearance of the conflict of interest in the minutes of the council meeting.

Any member of the council voting on the prevailing side of any question voted on by the council may move a reconsideration thereof at such meeting or at the next succeeding regular meeting, but no vote of a former meeting shall be reconsidered unless there be present at the subsequent meeting as many members as were present at the former meeting when the vote was taken.
