There is hereby created a political subdivision of the commonwealth of Virginia with such public and corporate powers as are set forth in the Industrial Development and Revenue Bond Act, constituting Chapter 49 of Title 15.2 (Section 15.2-4900 et seq.) of the Code of Virginia.
