Upon receiving the requisite permit from the State Department of Health and until further direction of the council, the department of public works is hereby authorized and directed to provide the means and to proceed with the introduction of sodium fluoride or other suitable salt or acid of fluorine into the water supply, in such quantities as are required to maintain throughout the pipe distribution system a fluoride ion concentration of approximately one part per million.

In connection with the duties imposed by SCC § 13.25.010, the department of public works shall keep an accurate daily record showing, for each supply, the number of gallons treated and the fluoride ion concentration in the distribution system at such points and at such intervals as may be directed by the health officer.

The health officer shall make periodic reports to the city council of the fluoridation of the public water supply.

The health officer shall seek the cooperation of educational and scientific institutions to conduct surveys and research as to the beneficial effect, if any, of the water fluoridation program and project on the citizens of the city.
