Over ninety days having passed, as of the adoption of the ordinance codified in this chapter, since the passage by the town council of the resolution determining that it would serve the best interests of the general welfare of the town to change the classification to that of noncharter code city, and no referendum petition having been filed in the manner provided by law, the town council adopts for the town the classification of noncharter code city as provided for in the statutes of the state.
