Per RCW
36.70A.030, wetlands are those areas that are inundated or saturated by surface or groundwater at a frequency and duration sufficient to support, and that under normal circumstances do support, a prevalence of vegetation typically adopted for life in saturated soil conditions. Wetlands generally include swamps, estuaries, marshes, bogs and similar areas. Per WAC
173-22-035, for regulatory purposes, wetlands shall be delineated in accordance with the approved federal wetland delineation manual and applicable regional supplements, adopted by the U.S. Army Corps of Engineers. The city of Poulsbo uses the Department of Ecology’s Washington State Wetland Rating System for Western Washington, 2014 Update (Ecology Publication No. 23-06-009) or as amended hereafter, to categorize wetlands for the purposes of establishing wetland buffer widths, wetland uses and replacement ratios for wetlands.
