Whenever action by the city taken by ordinance requires the inclusion of the legal description for real property to be a part of the ordinance, the policy of the city shall be to incorporate the legal description within the body of the ordinance, rather than have the same attached as an exhibit, appendix, or attachment to the ordinance.

The failure of the city council to follow the policy set forth in this chapter shall not affect the validity of any ordinance adopted by the city council.
