The city creates a planning commission, consisting of five members who shall be appointed by the mayor and confirmed by the city council.

The terms of office of such members shall be for a period of two years, ending on the first of December of each year, but the positions shall expire on alternating years with the first and third positions expiring on December 1, 1984, and the second, fourth and fifth positions expiring on December 1, 1985, and continuing on such alternating basis throughout the period of the ordinance codified in this section.

The planning commission shall meet twice monthly at the City Hall on regular dates and at regular times established by the commission and set forth in its policies. The commission may in addition meet in special session if, within the times allowed by statute, sufficient notice is given of such meetings.

The planning commission shall entertain all proposals for plats, plans of subdivisions of land within the city, or proposed additions, as well as dedications of streets and alleys offered to the city council for acceptance, and such other matters as the city council deems appropriate for the commission to review. The planning commission shall review the proposals after they have been approved by the appropriate city personnel, including the city superintendent, sewer inspector and building inspector. The planning commission shall make written findings and recommendations to the city council after hearing applications for approval of such plans.

In the event that the planning commission is unable to meet at their regularly scheduled time, either through impossibility or lack of quorum, the applicant may apply directly to the city council for approval of his application after he has obtained the signature from the city personnel cited in DPMC § 2.44.040.
