A. The city council finds that the discharge of firearms within the city limits has the reasonable likelihood that humans, domestic animals, or property would be jeopardized and therefore the discharge of firearms in the city limits is prohibited. This restriction on the discharge of firearms within the city limits is not intended to abridge the right of the individual guaranteed by Article
I, Section
24 of the state Constitution to bear arms in defense of self or others. The term "firearm" as used in this section shall have the meaning set forth in RCW
9.41.010.
B. Notwithstanding the provisions of subsection
A of this section, the city council hereby delegates to the mayor the authority to lift the restriction on the discharge of firearms within the city limits when it is deemed necessary by the mayor to mitigate wildlife hazards at the Deer Park Municipal Airport.
