A. Councilmembers shall be compensated $50.00 for each regular meeting, and $25.00 for a special meeting or work session attended. If meetings are held contiguously there will be compensation for one meeting, $75.00. With the approval of the Mayor, Councilmembers attending and representing the City at a Matanuska-Susitna Borough Assembly meeting or other meetings outside the City will be compensated $75.00 as a City representative. The Councilmember will be required to provide a meeting report to the City Council.
1. A paid firefighter who is elected or appointed to serve as a City Councilmember may choose to forfeit either their Councilmember compensation or their firefighter on call rate for the duration of their term in office. This forfeiture choice shall be irrevocable for that term in office.
a. The firefighter-Councilmember must formally declare their intention to forfeit the compensation for one of the positions in writing to the appropriate authorities within 30 days of assuming office.
i. If the firefighter-Councilmember chooses to forfeit their City Councilmember compensation, they shall serve in their capacity as a Councilmember without receiving payment for their Council duties but shall remain entitled to their firefighter on call hourly rate during their term in office.
ii. If the firefighter-Councilmember chooses to forfeit their firefighter compensation, they shall continue to serve in their capacity as a firefighter without receiving payment for their firefighting duties but shall be entitled to receive the City Councilmember compensation for their service as a Councilmember during their term in office.
b. The City administration shall establish procedures for the implementation and administration of this subsection, including the process for the firefighter-Councilmember to declare their compensation forfeiture option.
i. The City administration shall ensure that appropriate documentation is maintained regarding the salary forfeiture option chosen by the firefighter-Councilmember.
ii. Any disputes or questions regarding the interpretation or application of this subsection shall be resolved by the City administration.
c. A person working as a volunteer paid or temporary employee for the City may appeal to the City Council to be paid for the service rendered and Council pay. A two-thirds vote of the Council to the affirmative and the employee will receive compensation for all positions.
B. Per diem payments or reimbursements are not considered compensation.
C. Changes to the compensation of elected officials shall take effect on the first Monday after the regular election in October.
