The jurisdiction of the office of victims' rights over the Municipality of Anchorage, its departments, agencies, officials, and employees is officially acknowledged.

In order to facilitate prompt and full cooperation with all requests for documents or information from the office of victims' rights, the director of each municipal agency shall, within ten days of the enactment of this section, designate a specific person within that agency who is empowered and authorized to receive and expeditiously process all such requests with a minimum of delay.
