After reviewing the planning commission's recommendation concerning a proposed text amendment to MMC Title 22, the city council may amend, supplement, or change by ordinance any of the provisions in this title.

Amendments to the text of this title may be initiated by the city council, the planning commission, city staff, or petition submitted by a citizen.

Amendments to the text of this title may be made if all the following findings are made:
(1) 
The amendment is consistent with the purposes of the comprehensive plan;
(2) 
The amendment is consistent with the purpose of this title;
(3) 
There have been significant changes in the circumstances to warrant a change;
(4) 
The benefit or cost to the public health, safety and welfare is sufficient to warrant the action.

The applicant must demonstrate that the proposed amendment meets the conditions of the required findings in MMC § 22G.010.520.
