Pursuant to RCW 35A.34.040, the city council hereby establishes a two-year biennial budget for the city of Snoqualmie, beginning with the two-year biennium which begins January 1, 2013. The 2013-2014 biennial budget shall be prepared, considered and adopted under the provisions of this chapter and Chapter 35A.34 RCW, which is hereby adopted by reference.

Pursuant to Chapter 35A.34 RCW, the city council hereby provides for a mid-biennium review and modification of the biennial budget. No later than the first regularly scheduled city council meeting in November of the first year of each biennial budget the finance officer shall prepare proposed budget modifications to be effective as of the next January 1st. Such proposal shall be transmitted to the city council, and a public hearing shall be advertised at least once and shall be held at a city council meeting no later than the second Monday in December, which may be continued from time to time. At such hearing or thereafter, council may consider a proposed ordinance to carry out such modifications, which such ordinance shall be subject to other provisions of Chapter 35A.34 RCW. A complete copy of any modification ordinance as adopted shall be transmitted to the Washington State Auditor's Office and Association of Washington Cities.
