Pursuant to the November 6, 2013, Amended and Restated Solid Waste Interlocal Agreement (Solid Waste ILA), King County is designated to prepare a Comprehensive Solid Waste Management Plan (Comprehensive Plan) and this plan shall include the city's solid waste management comprehensive plan pursuant to RCW 70.95.080(3). The Comprehensive Plan will be adopted in accordance with the procedures set forth in the Solid Waste ILA.

Pursuant to RCW 70.95.160, the city determines that King County shall not exercise any powers regarding the levels and types of service for any aspect of solid waste handling in the city. King County regulations and ordinance regarding levels and types of service for any aspect of solid waste handling shall not apply within the corporate limits of the city as they exist or may be determined by the city at or after the effective data of the ordinance codified in this chapter.
