The city council finds that certain one-time administrative costs are incurred in setting up new water and sewer accounts which are not recovered through general facilities charges, connection charges or monthly rates, and should be charged as a service fee to the customer at the time a new water or sewer account is set up.

Prior to any connection to the municipal water and/or sewer system there shall be paid a nonrefundable new account servicing fee in the sum of $50.00. For the purpose of this chapter, a "new account" is any account sought by any person not previously serviced with municipal water or sewer service at the street address of requested service, either individually, as a member of a marital community, under another name or as owner or principal of a business entity of any nature.
