A.
The intent of these provisions is to allow, on relatively large tracts, flexibility in grouping, placement, size and use of buildings which will ensure a better development than would otherwise result from the application of bulk and use regulations of the zone in which the tract is located.
B.
A planned unit development may be authorized even though the location and bulk of the buildings and setbacks do not conform in all respects with the regulations of the zone in which the tract is located; provided, that such development meets all the requirements of this chapter.
