Legal counsel for the city shall be provided for by the mayor, either by appointment of a city attorney on a part-time basis or by contractual arrangement for professional legal services, or both. Any appointment of a city attorney shall be subject to confirmation by a majority vote of the city council and any contract for professional legal services shall be subject to approval by a majority vote of the city council.
