Before any real estate belonging to the city, or any personal property belonging to the city, shall be sold and transferred, a resolution therefore shall be introduced at a regular meeting of the city council directing the sale and transfer of the property. The resolution shall give the name of the grantee or purchaser and shall state the terms of sale and the time of payment or payments and shall include the consideration for the transfer, and shall, in addition thereto, direct the mayor to execute the necessary instruments on behalf of the city to make the necessary transfer, which instrument or instruments shall be attested under the city seal by the city clerk/treasurer.
